Virginia Workers’ Compensation Glossary – Definitions Starting with J

Judge: Generally the person who hears and/or decides the worker’s claim and any contested issues. In Virginia Workers Compensation, these folks are usually referred to as Deputy Commissioners.


Judicial Opinion: A written decision which states who won and lost and why. It is written by a Deputy Commissioner. Both the worker and employer can appeal a decision to the Full Commission within 30 days of the decision.


Jurisdiction Claim Number (JCN): “This number is assigned to an injured worker when their claim is reported to the Commission. An injured worker is encouraged to include the JCN on any and all correspondences sent to the Commission. Examples of JCNs: VA00000123456, VA01002421234, VA02000001234. ”
